Should I include on resume a school I have been accepted to?

Submitting my resume to hundreds of local government jobs, mostly construction and facilities. Some are also entry level accounting and clerical. Naturally accounting and clerical positions wouldn't consider a forty-something construction worker, but I have completed all of the admissions/acceptance process for an online, accredited BS in Accounting, just need funding. Also a few technical union courses that are very relevant (and free) BUT I'm on the list for upcoming classes, and haven't attended yet. I think my interest in these fields should be stated, but how, if not even enrolled yet? Save it for the interview? And while I have you here...cover letters seem cumbersome to me, should my short, concise, direct resume REALLY be burdened by an extra page that simply summarizes ( thereby lengthening) the resume? Thank you
