How to open a website fatser?

I have an Internet plan that gives me 3.1Mbps speed for the first 5gb and then reduces to 256Kbps for the rest of the month. When my net speed is reduced it takes a lot of time to open websites. I wanted to know if there is some setting i can change so that only the necessary text opens thereby reducing the time for opening the page by reducing the size of the webpage. Preferably guide me with respect to Chrome although i have mozilla and IE as well..
