2007 Honda CRF 80 Hand Brake Problem need help!!!!?

My brother has a 2007 Honda CRF 80 and whenever you pull in on the front hand brake it dose not go back out but when you tighten the nut near the brake handle it still dose not fix it. any help would be appreciated.
