Conservatives, would you agree to an approach to health-care that involved taking patients who are not?

currently enrolled with a care coordinator and matching those patients up with a General Practitioner or Nurse Practitioner to help that patient coordinate his or her care? Thereby reducing reliance on costly medical specialists and also helping to reduce costs associated with duplication of medical testing procedures?
